The strong Competency assessment process is very important for the success of
the company. Competency assessment should be assessed at all levels from top to
bottom. The organization must assign the job or roles as per the employee
competency field. New employee or trainee must be mentor by competent employees
till their competency level reach the required level and after passing
competency assessment criteria they allow for independent work. The
organization also provides continuing professional improvement/ development
opportunities to employees like training etc. CPD (Continued Professional
Development) always keep employees update on new technologies and requirements.
Supervision
Supervision is most important to
achieve occupational Health & safety objectives. Supervision has different
levels, like for direct employees supervised by foreman and foreman supervised
by supervisor and supervisor supervised by engineers and engineers supervised
by being managers and managers supervised by department heads and departments
heads supervised by operations heads, operation head supervised by the general
manager and general manager supervised by directors, etc. These all levels must
be competent and make sure under their supervision employees competent and
having all required resources which plan in risk assessment to eliminate the
hazard and risk. Supervisors ensure all work steps according to the method
statements done in the planning phase. All levels of employees well in control
and closely supervised by competent supervisors. Supervisors make sure no short

legal breaching during the implementation phase. Supervisors have a key role to
run the organization and set the direction of employees' safe working behavior.
HSE Team
A competent HSE team is also very
important for the organization. HSE team monitor occupational health and safety
performance and advising the management team. HSE team must be independent and
not reported to the execution team. If HSE reported to the execution, then they
will not perform their role independently. HSE team doing the site sampling
like observation, audit, and inspection. HSE setting the KPI (key performance
indicators) against objective and target set in occupation Health & Safety
policy and reporting the KPI gapes and achievement to the management. HSE team
tracking the training records as well as providing inputs during the risk
assessment and method statements. HSE team doing on-site coaching and mentoring
and keeping the employees and management update with the current requirement
and industry best practices. Basically, the HSE team performing the eyes and
ears roles for senior management. HSE team highlighting leading and lagging
indicators. HSE team provides advice and expertise to management to improve OHS
performance.
